One of the strengths of the National Program for Investment Promotion – and maybe the one that has the most impact on its structure – is its innovative Legal and Institutional Framework composed of three important hubs that complement each other integrally: modernization of the legal framework, institutional strengthening for attracting and protecting the investments, and the establishment of commercial intelligence centers as the information basis for competitive development

Through this Program, Honduras is placing a package of laws and benefits at the disposal of national and foreign investments, bringing together the richest experiences and lessons learned around the world. Two laws recently approved by the Government offer broad guarantees and conveniences to the foreign investment in Honduras: the Law for Investment Protection and Promotion, and the Law for the Promotion of Public-Private Alliances, both of which were designed and driven in this Program´s framework.

The Program complements this regulatory framework with an innovative instrument that provides the investor with exceptional conveniences to start-up and take care of his interests: the One-Stop Foreign Investment Help Desk that provides the user with a single point of contact to access all information and services needed for his investment and to perform all the procedures involved in establishing and expanding an investment business.

Moreover, the new Law for the Promotion of Public-Private Alliances opens newly explored opportunities in the country, allowing the public-private participation for executing, developing, and managing public works and services. The distinction in the Honduras regulatory framework is the exceptional variety of modalities it allows the participants to use, and the fertile diversity of options in the State´s contribution, allowing it to offer important business niches for the investor and that present the central and local government with unique opportunities to participate in their own development.

With the purpose of complementing this strategic program, the Government of Honduras through its Secretariat of Foreign Affairs embarked on a process to modernize its Foreign Services, adding promotion responsibilities for investments and business, thereby turning its embassies and consulates into satellite linkage opportunities so that investors can approach the One-Stop Foreign Investment Help Desk from their own countries.

The following is a list of current and new legislation that is aligned with the Program´s goals.
